confused

i guess I'm confused. I'm not sure where to sign up for a meet and greet...also, I don't understand why I can find tickets for the Tulsa, OK concert on the web by a '3rd party' ticketing outfit and they haven't even gone on presale here. Guess I don't know if I should wind my butt or scratch my watch (guess which movie that's from..lol)
any info is greatly appreciated....
